If we assume that "obra intelectual" = "work of authorship" (http://www.proz.com/kudoz/english_to_portuguese/law:_patents... I say "work of authorship ordering agreement" or simply "work of authorship agreement"? Or something else?

From the link given by kashew, I would suggest looking at "work of authorship commissioning agreement". Commissioning seems to be the noun (here used as an adjective) from the verb "to commission". But maybe it´s fine as you expressed it, as the phrase "work of authorship commission" becomes the qualifier of "agreement". Both make sense...
