I am actually having a problem with the sentence structure. Does this mean a farmer pays 585 agricultural credits in order to have a USD 4.6 million insurance policy?

@Phil I agree, I think what they are talking about here is "Rückversicherung", the insurance of the insurers. (reinsurance/counterinsurance)

Yes, absichern means to cover or guarantee. The insurance covered the risk that the loans would not be repaid because of El Niño.

No. It means that the project won an award for being able to sell loan insurance for a total of 585 agricultural loans to the total value of 4.6 million dollars.
