I personally feel that we should use the adjective form of human here. It perhaps implies that the board has made available various facilities for the convenience of the pilgrims. Human resources could mean that various persons have been deployed for the guidance of piligrims and material resources could imply that it has put various maps on the road for their convenience or it has made a number of toilets for their ease, or it has installed public telephones throughout the way so that they can have a talk with their relative back home.

: Instead of Samagri Sansaadhan, It should be Bhouthik Sansaadhan, then only it balances for the previous manaveey word.
