Generally Agree w Charles below that the context is important, so the Wiki references can give some guidance for the asker to do their homework. Agree w Sven as to the Swe usage -- the term has nothing to do with an individual getting 'stuck' anywhere in the court/legal system, unless there is an obnoxious, obssesive querulant chasing them there. But we all have stories ...!

justice obsessed

Originally it is a term for someone who "is always right", but these days it is often used for people who are obsessed with getting justice in a court of law.

querulant

A querulant (from the Latin querulus - "complaining") is a person who obsessively feels wronged, particularly about minor about minor causes of action.

A term to describe a person who repeatedly petitions governmental authorities or pursues legal actions based on manifestly unfounded grounds - and complains about petty offenses.

Worse than a gadfly.

Not to disagree with you, but to be precise I suppose it sort of depends upon the context (what the asker has in mind). I am presuming that it is meant in a legal context, (it certainly is not Multimedia, as the asker indicated).
