Another way to think of the difficulty levels is this: an easy question is one that deals with everyday conversation. A pro question is anything else.
When deciding between easy and pro, err on the side of pro. Most questions will be pro.

I agree with Rebecca's comments.
These two offenc/ses IMO break down in US and UK law to a number of specific concepts.
Uttering is the use of forgeries.
In the law of countries whose legal systems derive from English common law, uttering is a crime similar to forgery.

: you may be onto the wrong tack. A public trust in the UK is also a charity. Perhaps an idea to think laterally and go down the perjury route: https://en.wikipedia.org/wiki/Perjury

The charity angle was certainly the first thing I noticed about the term "public trust", yet it does appear to be a term applied abuse of power. Have to say I would prefer a more English sounding concept, like perjury, as you mentioned. Thanks.
