To answer your question, Ms. Vasconcellos, I think it means 'recovered with/under technical evaluation or assessment' (you know, as in continuous assessment of the recovery and disposal process)

It is my opinion that retrieve, recover, recuperate here simply means "get it back", not implying in reprocessing. It can be one of two things. The preposition is wrongly used, as pointed out by Mario, or it simply means what it says: recovered with evaluation (technical evaluation). The spilled material in any case will be "recovered", or returned to a container, thus removed from the environment. Its safe removal is determined by the tech evaluation as regards the manner by which it will be removed, and "com" here, as I understand it, means "with constant supervision and evaluation", i.e. to ensure proper measures are taken in the event of any changes being required during the process, e.g. change in weather and rain may require a change in the retrieval process. The concern is not with the spilled material primarily, but with the environment and the effective means employed to ensure no residues or effects therefrom ensue in detriment to the environment. Thus, the instruction "disposição final (reprocessed or destroyed) deverá ser acompanhada por um especialista..."

Muriel "com" is not the adequate preposition here. It should be "mediante" or "após". IMO, the spilled product must be analyzed before it can be recovered, to verifiy if foreign matter has mixed with it or if it's level of pureness allows the recovery.
