to assign, by any means or title, to any third party

The usual formula in English language documents is that the party agrees not to cede or assign to a third party the right to (whatever). In this case, the leaseholder is forbidden to create any right for somebody else to take over the lease after it expires, i.e. he cannot ensure or promise that anybody else can take over the lease.
Example sentence:

47. I/we shall not assign or cede this agreement or any rights hereunder.

by any means or title to assign to any third party
