Agree with Mario I was going to say the same thing, but practices differ from country to country. In the U.S., a bill is approved by a committee and then sent to the floor for a vote. But it's still a called a bill (proposed legislation) when it's presented to the floor for a vote. The only safe term is 'approve'.

Indeed It's not "adoption". Once it's approved, it's still submitted to voting and sanctions before it's adopted (actually enacted).

Difference between 'approve' and 'adopt' From a brief search, I see that most sites say the terms can be used interchangeably. Both are used in Robert's Rules. But here is a more refined explanation:

According to this explanation 'approve' is more correct in your context.
