I am having some trouble figuring out the meaning of this paragraph, especially the second sentence. This explains one method for calculating the house's percentage in poker.

My current attempt is: In each hand, up to 5% of the amounts bet, the corresponding amount being deducted before the winnings are paid out to the winning player. The house can set the maximum amount to be charged **** this method.
