Veja o que significa "acarretar", segundo o Aurélio (significados 3 e 4):

Os "custos acarretados a MOP" são aqueles causados à MOP pelos atrasos, etc.
Também a preposição "a" reforça a idéia, tornando "causar" o verbo mais adequado: "costs caused to MOP", como nestes exemplos:

Thank you, vera-tech! They are not exactly synonyms. When you say "costs incurred to", the next word is almost always a verb (therefore, the "to" belongs to the verb), or a specified time, or the article, never a noun. Check your examples.
