ACTO PUBLICO DO CONCURSO = PUBLIC TENDER CEREMONY i.e. the ceremony held to open the tenders.
Abertura:
As reclamacões devem ser apresentadas por escrito e serão decididas no proprio acto, CABENDO RECURSO, a deduzir também por escrito, PARA A ENTIDADE ADJUDICANTE, das deliberacões da Comissão sobre eventuais reclamacões.
My interpretation:
Complaints must be made in writing and decided at the ceremony. The decisions taken by the Committee regarding any complaints shall be subject to the right to appeal, again in writing, to the contracting entity.
