Not really... ...or it's just the way I see it.
Whenever there is an equipment which needs to be made outside a specific factory or area and its quality needs to be monitored (by a person) all costs related to travelling from the original factory to the one where the equipment is made, plus accommodation within that area are considered/ included in the "despesas de Fiscalização". And why? Because these expenses are only real or happen due to the need to control the quality of the product.

Additional context/contexto adicional "Quando a fabricação de qualquer material ou equipamento a aplicar na obra tiver lugar em fabrica localizada fora da área de Macau, será da conta do Empreiteiro o custo da Fiscalização nas actividades de controlo e supervisão do fabrico dos mesmos, a qual poderá ter carácter permanente ou não, conforme critério que a Fiscalização venha a adoptar. Entende-se por custo da Fiscalização as despesas de deslocação e de estadia junto da fábrica."

Não sei a que tipo de fábrica se refere, mas sendo o caso, poderá substituir o termo "factory" por "facilities" ou algo semelhante...
