I think it implies sea cargo I found the Fraktefartøyenes Rederiforening on google, and I see a reference to "Association of Cargo Freighters", but not an official name on their site.
I only find reference to legal documents, regulations and acts, for sea traffic...

sea Yes, I also automatically assumed it referred to coasters etc., but I couldn't rule out that it could also be used in other contexts to refer to road traffic. I don't know is the honest answer.

sea freight I think the key word here is sea freight
It only applies to moving cargo by sea and does not apply to land.
Do you think that is correct?

Technically 'fraktefart' should cover all freight transport, but all references I can find for it (and fraktfart in Swedish) are to sea freighting.
I offer this translation as an option.

Seems to be scheduled traffic, as opposed to Trampfart:
