It 'replaces' a lot of older expressions such as sette grenser (set limits), lage retningslinjer (make guidelines), iverksette regler (imposse rules), utforme kriterier (define criteria) and several others. It is rather less precise than these alternatives, as it could also mean to suggest a certain scope or course rather than impose it. It is also widely used as a very broad guideline, as in defence expenditure should not exceed 2% of the GNP.
