Norwegian employees do not receive normal pay for annual holiday (vacation) but receive a holiday payment calculated as a percentage of the previous year's accummulated pay (ie the calculation basis for holiday or vacation pay)

There might well be an established English term for this - but what it means is the accumulated regular wages on top of which the employee has a right to a certain vacation allowance. This will offset the fact that the employee isn't actually getting paid to take vacations.
