Hi, this is an agreement where one party is licensing another to use its patent.
I come accross this heading many pages addressed to various authorities from the party's solicitor.

Could it be a "limited disclosure petition/party's version"?

Not intended for official publication - party's version

I have met the expression "unntatt offentlighet" in other Norwegian state documents, where it seems to mean something like "exempted from (not intended for) official publication". See http://www.admin.uio.no/opa/arkiv/uoffdok/uoff2.html.
