agree Richard Lawson : These are certainly the connotations involved, but which parties are referred to rather depends on who said it and when. Some people rather distastefully refer to any populistic right-wing party as "brown".

Sorry to sound picky here, but it does look like the accepted term has the colouring the other way round! If you do a search for "red-brown alliance" or "red-brown politics" you will get lots of relevant relevant hits.
