"Zum Jubiläum des berühmten Stiers werden Anhänger mit einem Reisegutschein für eine Spanienreise auf Weinflaschen von OSBORNE SOLAZ platziert."
They mean the doo-hickey that sometimes hangs round the neck of a wine bottle to advertise something else. I'm sure there's a special name for it.

When I worked in women's apparel, for each collection I had to prepare labels, which were then attached / hung to the pieces of clothing.
