'Classified matter officer' sounds a bit odd to me but I've just found 'Classified Material Control Officer' on google if you think that sounds any better?

The exact term will depend on the security vetting classification of the country of the target text. In UK English this will be in terms of the classified information system, with individuals being afforded exactly to appropriate levels according to the outcomes of the vetting procedures employed.
