I'm not sure if I've understood/recreated the right word order towards the end of the last sentence:

Hinzu kommt, dass sich die entstehende bürgerliche Öffentlichkeit historisch noch gegen eine zweite Öffentlichkeitsvorstellung behaupten musste, nämlich gegen das, was damals als „öffentliche Gewalt“ bezeichnet wurde und was man heute eben unter dem Titel „Repressive Staatsapparate der Verwaltung“ oder sogar im weiten Sinn der Gouvernementalitätsstudien unter Polizei fassen könnte: policy.

In addition, the civic public coming into being must still historically assert itself against a second notion of public, namely against that which was then designated “public authority” and which could currently be encapsulated under the heading of “The administration’s repressive state apparatus” or even in the broadest sense of governmentality studies under police: policy.

No, I would try to underline that police and policy are both to do with enforcement and not just an accidental similarity of spelling (see my suggestion in my response).

agree Deborah Shannon : sounds good to me - I initially thought "going even further, what governmentality studies would equate with the police" but much prefer your wording with "denote"

At the start of the sentence I would say:
... the emerging bourgeouis public still had to assert itself against another concept of the public sphere ...
and at the end:
... or even a concept which some governmentality studies deal with in connection with the police: policy and its enforcement
