Am having trouble understanding the deep structure here, perhaps "opening the floodgates"? - all suggestions are appreciated.

Yes The slippery sloope that triggers a landslide.
"The direct ethical risk of opening the floodgates to/triggering a landslide of germline therapy." I don't know how your client wants to build in "slippery slope", as it is a catalyst and not an end effect.

The client has since proposed "slippery slope" which at first sound like it might fit, but I'm not sure if it does, and if so how exactly to put it...

More Information? If you add "inadequately monitored", you change the meaning of the source text considerably. Most experts will refuse germline therapy outright. Germline therapy would change the genetic pool of the entire human species, and future generations would have to live with that change. Somatic gene therapy, on the other hand, only affects the one individual undergoing it. So the author is indeed refering to opening the floodgates in the direction of germline therapy, period.

IMHO more information needs to be provided to make it understandable in English.
