: the Austrian Länder, just like the Swiss Kantone, would hardly appreciate being called a "province". Nor would the States in the USA. - In a political sense, they are States within a Federation.

Well, all I've done is quote the "Official English Style Guide" in the EEC, and I've not heard of any complaints about it myself. Maybe you should write to them? And are you comparing Austria with the USA??
