Does "it" refer to goodbye or situation?

To sam ti rekao kada je imalo nekog smisla, kada je bilo tuzno i konacno.

I believe it refers to goodbye, meaning that this time I say to you "So long", whereas I said "Goodbye" when it really had some sense and it was final.

I think that the first two "IT" refer to the word goodbye, but the final dependent phrase ("when it was sad and final")refers to the whole (sad and final) situation that is (the final "IT" refers to the situation)
