The benchmarking exercise would need to meet certain conditions:
the data gathered and used in the report has to be historic; the results should be aggregated in a way that does not reveal the identity of the employer; a sufficient number of employers should have participated in the exercise and, thus, reverse-engineering the data is not possible (minimum is usually 5 employers in total).
