jedyne, co mi przychodzi do głowy, to "in counterpart".

Znaczy to mniej więcej tyle, że każdy członek RN podpisuje uchwałę na osobnym egzemplarzu (zwłaszcza jeżeli członkowie przebywają w odległych miejscach) i dopiero po zebraniu wszystkich egzemplarzy uchwałę uważa się za podjętą.

Sęk w tym, że nie wiem, jak to wpasować w twoje zdanie.
Bo coś może być: signed albo executed in counterpart, ale nie ma kolokacji "passed/adopted in counterpart".
