: strictly speaking, the "fourth dimension" is really mundane - it's simply time (the first 3 dimensions being the 3 dimensions of space); but then exact sciences and the general public are not exactly the best bedfellows ...

But then, as the author is not much likely to be "in speaking terms" with basic physics any guess regarding the intended meaning is as good as any other.
If the intent is to speak of something "out of the ordinary" you need to get to the "fifth dimension" are there is no "fifth dimension" in everyday life, in the normal or ordinary perception of reality; the "fifth dimension" is a purely abstract concept.
