I understand this is a feature of a lottery ticket for the Mega-Sena lottery. Could someone explain to me what this refers to? Is there a way to translate this or would you recommend leaving it as is?

It means that all possible numbers to choose are between 01 and 99. The ones below 10 will always appear as 01, 02, etc., with two digits.

"Dezena" is just a word that people use to refer to lottery numbers by convention. I don't think there's a particular reason for that. My father always said dezenas, his father probably said dezenas as well, and so forth. "Número(s)" works just as fine.
