David I suppose you know that, in Swiss German, aufbieten means to invite, to make an appointment for you. A doctor gives you an appointment, i.e. er bietet Sie auf. The State calls the army for help etc.
Not sure though in your context.

To me it seems more idiomatic than list of appointees, although I agree with Barbara's comments and logic.

In your context ["Der Security Services bietet bei einem aussergewöhnlichen Ereignis ( Brand, Einbruch oder Wasserschaden) eine Person von Ihnen auf."] the verb <aufbieten seems to be used to mean 'appoint'.
