"Hiring order" for an American would mean the order in which employees were hired (i.e. who was first, second, etc. in the order of succession). This only becomes important for determination of "seniority" in some companies as well as when laying off employees based on the principle, "last in - first out". Maxim Polukhin's example is actually not a good translation at all. His example illustrates the situation I described above - when the hiring date needs to be determined in order to establish which of a number employees has higher seniority.

Yes, but Both of the answers are very good. However, since this is in a list of documents, an Anglo-Saxon reader will be truly puzzled, because this type of order does not exist for them. It is normal Russian business documentation, required for legal purposes, but not in other places. I would suggest something like "Company order for acceptance for employment" (while not elegant, it avoids questions).
