Though I have done Japanese translation and linguistic reviews as a part of my full time jobs pretty much my entire career (about 20 years), I've never worked as a freelance translator for a vendor.
A translation vendor is asking what my rate is (in US$) per word for English to Japanese translation, and I am not sure what to propose.
What is a reasonable rate to propose to a vendor for a client project?

I have absolutely no idea, personally. However, ProZ.com provides two tools to help you quote.
One is a general rate calculator to help you discover how much you need to earn to make a living in this game: https://www.proz.com/translator-rates-calculator/
The other gives the supposed average rates of members of this vast community of translators. The figures are derived statistically from those we input to our profiles (not always publicly displayed as you can also input your rates simply for filtering purposes). Obviously there will be some statistical skew in the less common pairs, and not every translator will have been entirely honest .
