Texto de origen - inglés Uncertainty surrounding the financial system globally caused havoc within the money markets and bond markets in the closing days of September. Successive failures relating to Fannie Mae and Freddie Mac, Lehman Brothers, and Washington Mutual together with the crises at Merrill Lynch, Morgan Stanley, Wachovia and AIG in the second half of the month undermined confidence in the US financial system at a time when it was already weak. In a near repeat of circumstances that occurred when Bear Sterns failed earlier in the year the fall in confidence caused credit markets to seize with banks unwilling to lend to each other. Making the situation worse was the apparent political stalemate over the US government’s rescue package that had been proposed whereby the government would offer to buy the low quality debt from the banks through an auction. The hope being that this would allow the bad debt, referred to as ‘toxic waste’, to trade in the market by setting a floor below its value and allowing the banks and the government to then trade this debt subsequently. The total amount allocated for the rescue package was quoted as being USD700bn although RCM estimates that the full cost of the debt if written down similarly to those banks already doing so would be in the region of USD1.2bn. The promulgation of the rescue package became intertwined with the politics surrounding the Presidential election. The apparent uncertainty resulting added further stress to the credit markets, as financial institutions feared that failure to administer the package in good time would cause further dislocations within the financial system.
