Indian companies are being pulled up by various inspecting agencies for so called "Data Integrity".
Below the surface, what we are missing truly, is a blatant accusation about "People Integrity". It is a polite way of saying that "Hey you guys! You cannot be trusted".
Before we get emotionally charged up, let us look at ourselves. An honest introspection will reveal that all these reports are in GMP Audits. Good Manufacturing is not about Premises and Equipment because they are inanimate objects and cannot perform on their own. GMP is all about "P" which stands for "Practices" and they come hand-in-hand with "People". It is our practices, which are borne out of our attitude towards GMP, that is the major issue.
Data on its own cannot be manipulative unless the man behind the data acquisition, analysis, interpretation and presentation does the manipulation. Training programs aimed at "Data integrity" are actually skirting the issue. The question to be asked frankly is "Why do people resort to manipulation?" An insulting answer would be "Indians!"
Let's take a simple case!
A manufacturing requirement (instructions) state as follows:
1. Take 25 kg of RM 1 and add to 100 L of water
2. Mix for 20 minutes. Check complete dissolution.
3. Heat to 70 degrees.
Now while the solution was being heated, for whatever reason, the temperature rose to 72 degrees.
Is it a deviation? Most certainly yes! So what does one do? Report? Ideally yes. What happens then? Risk Assessment? Deviation Investigation? CAPA? Punishment? Effect on remuneration/promotion? Delays? Massive Documentation? Auditor's comments probability?
So, is there an easier remedy?
Simply write 70 degrees in the BMR! Who will notice the 2 degrees deviation if I don't report it? Saves a lot of trouble for everyone.
Why is a person compelled to take an escape route? Why is there an escapist attitude? Is it due to lack of job security? Is it due to disdain for the law? Is it because there are no role models for integrity? Is it because of a specification which has been drafted carelessly or out of ignorance?
If 70 degrees is a "Critical Process Parameter" then it is imperative that the criticality be emphasised during the training of the operators concerned. Moreover, there is a requirement for "done by" and "checked by" in such critical steps in manufacturing. So, the training should incorporate the importance of the "checked by" function. Mostly it is observed that due to long association, the "doer" and the "checker" have an understanding. The "checked by" signature is a mere formality and more often than not, the checking is done by merely asking the doer " Have you done it properly?" To which the doer responds "C'mon man, how many years do you know me now? Don't you trust me?" And so, the checker signs on the basis of "trust". This is emotional blackmail and soon it becomes a pattern and the actual checking is done away with in practice. What people need to be told is that it is not a matter of "trust". It is a matter of salary paid for a job. The checker is paid to check. If he isn't checking, then he is not doing his job for which he is hired and paid.
But our training programs do not address the "attitude" part of GMP. Our training is technologically oriented.
Now, let us look at the same situation from another perspective. If 70 degrees is not a critical process parameter, then in the manufacturing instruction, provide for design space. Don't make it a strict 70 degrees instruction. It can be suitably modified to 70 +/- 2 or 3 or 4 or 5 degrees depending on the impact on the quality of the product. But in our penchant for being unnecessarily strict, we write a stiff SOP and make life miserable for everyone. Go back to R&D, Pilot Scale Data, Tech Transfer and see if the logic of 70 degrees was debated.
Technical Writing is a skilful job and not everyone's cup of tea. Unfortunately, it is done quite carelessly by people who do not respect a language which is a foreign language and not understood adequately. Flawed writing leads to unrealistic expectations and the seed for deviation and temptation to "hide" is sown.
This is just a tickler for the brain!

વિવિધ તપાસ સંસ્થાઓ દ્વારા ભારતીય કંપનીઓને કથિત 'આંકડાકીય માહિતીની વિશ્વસનીયતા' ના મુદ્દે ઘેરવામાં આવી રહેલ છે.
અંદરખાને, આપણે જે સમજી નથી રહ્યા, આ સીધો આરોપ છે 'લોકોની વિશ્વસનીયતા' ઉપર. નમ્ર શબ્દોમાં તેઓ કહી રહ્યા છે કે, 'જુઓ, તમે વિશ્વાસપાત્ર નથી!'
લાગણીશીલ થતા પહેલા આપણે એક નજર આપણા ઉપર નાખીએ. પ્રામાણિક આત્મનિરીક્ષણ કરતા ખ્યાલ આવશે કે આ બધી બાબતો GMP ઇન્સ્પેક્શન રિપોર્ટોમાં લખાયેલી છે. GMP (સારી ઉત્પાદન પ્રક્રિયાઓ) એ જગ્યા કે સાધનો પર આધારિત નથી કારણકે આ બધા તો નિર્જીવ વસ્તુઓ છે અને આપમેળે કશું કરી શકે તેમ નથી. GMPમાં સૌથી અગત્યનો ભાગ છે 'પ્રેક્ટિસીસ' (કાર્યશૈલી) નો 'P', જે 'પીપલ' એટલેકે 'લોકો' સાથે સીધો સંકળાયેલો છે. આપણી કાર્યશૈલીઓ કે જે આપણા GMP પ્રત્યેના અભિગમમાંથી જન્મેછે, તે મુખ્ય મુદ્દો છે.
જ્યાં સુધી આંકડાકીય માહિતીનું સંપાદન, વિશ્લેષણ, અર્થઘટન અને રજુઆત કરનાર વ્યક્તિ કોઈ ચાલાકી ન કરે ત્યાં સુધી આંકડાકીય માહિતીમાં જાતે કોઈજ ફેરફાર થતો નથી.
આંકડાકીય માહિતીની વિશ્વસનીયતા અંગેની તાલીમો સાચા મુદ્દાને બહાર લાવતી નથી. પ્રામાણિકપણે પૂછવાનો સવાલએ છે કે, લોકો આવી ચાલાકીનો સહારો કેમ લે છે? એક અપમાનકારક જવાબ છે, 'આ ભારતીયો છે!'
ચાલો એક સાદું ઉદાહરણ લઈએ.
એક ઉત્પાદન પ્રક્રિયાનું વર્ણન નીચે મુજબ છે:
1) 25 kg રો-મટીરીયલ (કાચી સામગ્રી)1 ને 100 લીટર પાણીમાં ઉમેરો.
2) 20 મિનિટ સુધી ભેળવો અને પૂરી રીતે ઓગળીગયાની ખાતરી કરો.
3) 70 ડિગ્રી સુધી ગરમ કરો.
હવે, દ્રાવણને ગરમ કરતીવખતે કોઈક કારણોસર તાપમાન 72 ડિગ્રી સુધી જતું રહ્યું.
શું આ એક વિચલન છે? સંભવતઃ હા. હવે શું થઈ શકે? આગળ જાણ કરવી? આદર્શરીતે હા. જાણ કર્યા પછી શું થશે? જોખમની આકારણી? વિચલનની તપાસ? CAPA - 'કાપા'? દંડાત્મક પગલાં? પગાર તેમજ બઢતીની તક ઉપર અસર? વિલંબ? ખૂબ બધું દસ્તાવેજી કામ? તપાસકર્તાની ટિપ્પણીની શક્યતાઓ?
તો કોઈ આસાન ઉપાય છે?
BMR (બેચ ઉત્પાદન રેકોર્ડ)માં 70 ડિગ્રી એમ લખી દેવું! જો હું જાણ નહીં કરું તો 2 ડિગ્રીનું વિચલન કોના ધ્યાનમાં આવશે? બધાલોકો ઘણીબધી તકલીફોથી બચી જશે.
કોઈ વ્યક્તિ છટકબારી શોધવા કેમ પ્રેરાયછે? સંતાડીને બચવાનો અભિગમ કેમ? શું આ નોકરીની અપૂરતી સુરક્ષાને લીધે હોય છે? કે પછી કાયદાની ધરાર બેપરવાઈને લીધે? વિશ્વસનીયતાનું ઉદાહરણરૂપ બને તેવા લોકો ન હોવાને લીધે આવું થાય છે? કે પછી આનું કારણ બેકાળજી કે અજ્ઞાનતાથી બનાવેલ માપદંડો છે?
જો '70 ડિગ્રી તાપમાન' એ પ્રક્રિયાનું એક નિર્ણાયક પરિમાણ હોય તો સંબંધિત ઓપેરેટરોની તાલીમ વખતે તેની અગત્યતા ઉપર ભાર મુકવો હિતાવહ છે. વધુમાં, ઉત્પાદનના આવા નિર્ણાયક પગલાં ચાલુ હોય તેવા સમયે 'કરનાર' અને 'ચકાસનાર' એમ બે વ્યક્તિની જરૂર હોય છે. આથી, તાલીમ દરમ્યાન 'ચકાસનાર'ની અગત્યતા વિશે સમજણ આપવી હિતાવહ છે. બહુધા લાંબા સમયસુધી સાથે કામ કરવાને લીધે, 'કરનાર' અને 'ચકાસનાર' વચ્ચે એક સમજૂતી જોવામળે છે. 'ચકાસનાર' તરીકેની સહી એક ઔપચારિકતા બની રહેતી હોય છે અને મોટે ભાગે 'તે તારું કામ બરાબર કર્યું છેને?' એમ પૂછવાથી આગળ ચકાસનાર વધતો નથી. જેના જવાબમાં કામ કરનાર કહેતો હોય છે કે, 'અરે ભાઈ, તું મને કેટલા વર્ષોથી ઓળખે છે? મારા પર વિશ્વાસ નથી કે?' અને આમ, 'ચકાસનાર'ની સહી વિશ્વાસના આધારે કરવામાં આવે છે. આ લાગણીશીલ બનાવીને કરાવી લેવામાં આવતું કામ છે અને થોડાજ સમયમાં આ એક ચકાસણી કરવાની એક કાયમી રીત બની જાય છે અને કાર્યશૈલીમાંથી ચકાસવાનું નીકળી જાય છે. લોકોને સમજાવવાની જરૂર છે કે અહીં સવાલ વિશ્વાસનો નથી. અહીં એક કામ કે જેના માટે પગાર અપાય છે એની વાત છે. ચકાસનારને ચકાસણી કરવાનો પગાર ચૂકવાય છે. જો એ ચકાસણી નથી કરતો તો તે એ કામ નથી કરીરહ્યો જેને માટે તેને કામે રાખવામાં આવ્યો છે અને જેનો તેને પગાર ચૂકવાય છે.
પરંતુ આપણા તાલીમી કાર્યક્રમો GMP ના 'અભિગમ' વાળા ભાગ ઉપર ધ્યાન નથી કેન્દ્રિત કરતા. આપણી તાલીમો ટેક્નોલોજી કેન્દ્રિત છે.
ચાલો હવે આજ પરિસ્થિતિને એક અલગ પરિપેક્ષ્યથી જોઈએ. જો 70 ડિગ્રી તાપમાન ઉત્પાદન પ્રક્રિયાનું નિર્ણાયક પરિમાણ ના હોય તો ઉત્પાદનની સૂચનાઓમાં આને માટે થોડી સ્થિતિસ્થાપકતા રાખો. ઉત્પાદનની સુચનાઓમાં '70 ડિગ્રી' એવી અસ્થિતિસ્થાપક્તા ના રાખો. સૂચનાઓમાં તાપમાનની ગુણવત્તા ઉપર અસર ને ધ્યાનમાં લઈ, '70 +/- 2, 3, 4 કે 5 ડિગ્રી' એ મુજબનો ફેરફાર લાવો. પરંતુ આપણી બિનજરૂરી રીતે કડક વલણ અપનાવવાનીવૃત્તિને લીધે આપણી SOP એટલી સ્થિતિસ્થાપકતા વગરની બનાવીએ છીએ કે જેનાથી દરેકનું કામ કરવું મુશ્કેલ બની જાય છે. R & D (રિસર્ચ એન્ડ ડેવલપમેન્ટ) તબક્કે, પાયલોટ સ્કેલ તબક્કે અને ટેક્નોલોજી ટ્રાન્સફર તબક્કે જઈને તપાસો કે શું 70 ડિગ્રી તાપમાન રાખવાના તર્ક ઉપર પૂરતી ચર્ચા થઈ હતી?
ટેક્નિકલ લખાણો બનાવવા એ એક કૌશલનું કામ છે અને દરેકના હાથની વાત નથી. કમનસીબે આ કામ બેધ્યાનપણે એવા લોકો દ્વારા કરવામાં આવે છે જેઓ અંગ્રેજી, કે જે એક વિદેશી ભાષા હોવાને લીધે, તેની પૂરી આવડત નથી ધરાવતા અને એ ભાષાનું પૂરું માન નથી રાખતા. ભૂલભરેલી સૂચનાઓને લીધે અવાસ્તવિક અપેક્ષાઓ જન્મે છે અને પ્રક્રિયામાં વિચલન અને પછી તેને સંતાડવાની વૃત્તિના બીજ રોપાય છે.
આ મનને વિચાર કરવા પ્રેરતી વાત છે.
