Concluding Statement of the CBCP on the Second National Rural Congress
Poverty is a reality that pervades our beloved country. It is experienced all over the land but is especially felt in the rural sector. Poverty in the Philippines remains predominantly rural and development projects have not significantly improved the lives of the rural poor. In fact we can never solve poverty in the urban centers unless poverty in the countryside is seriously and systematically addressed. Hence 40 years after the National Rural Congress of 1967, we bishops in our pastoral statement “The Dignity of the Rural Poor” of January 2007 called for a Second National Rural Congress (NRC II) to hear the cries of the poor in the rural areas.
Pope Benedict XVI reminds us in his message on the World Day of Peace of this year that fighting poverty is a means of building peace. So to address poverty benefits not only the poor but the whole nation.
The Journey of NRC II
The Second National Rural Congress (NRC II) consisted of more than 50 Diocesan and 13 Sub-Regional Consultations conducted through November 2007 to March 2008. Afterwards, five Regional Rural Congresses were convened in April – June 2008. These consultations led up to a National Conference on 7-8 July 2008 held in San Carlos Seminary, Makati. All these activities gave the opportunity to the rural poor to articulate their concerns and for the Church in various levels to listen and discern her specific role in accompanying them on their journey.
A parallel track of several researches, seminars, and high-level caucuses was completed during the same period. These activities involved the academe, media, civil society, government officials and the bishops themselves. Various position papers and statements were compiled to aid and supplement the consultations that came about in the NRC II process.
We thank all the groups who participated and who contributed to the realization of the long process of the congress. This is a great sign of common concern for the rural poor who unfortunately are among the least noticed and least served in our society.
Voices of the Rural Poor
The researches, consultations and dialogues unearthed several causes of rural poverty. Foremost is the lack of serious implementation of laws and policies designed to address asset reforms to promote social justice. Inadequate resources and capacities to provide basic services were also mentioned. Other major concerns were the prevailing graft and corruption and a sense of helplessness – that there is nothing anyone can do to change the situation. The extensive presence of extractive industries, foremost of which is large scale mining, destroys the environment which directly impacts the poor. On the other hand, it was recognized that the rural poor need to discern more their rights and responsibilities as citizens and as children of God. Five basic sectors articulated the complex challenges they face today.
Small Farmers and Landless Workers:
They are the rural sector that today has the single most urgent claim on the conscience of the nation whose most pressing need is land reform. Academic studies and numerous documentations by civil society have attested to the significant contribution of agrarian reform in reducing poverty, creating opportunities for growth leading towards sustainable development. These gains must not only be protected and sustained, but expanded to cover all legitimate beneficiaries of agrarian reform. Despite efforts to raise these concerns we are saddened to find that elected representatives do not heed the voices of their poor constituents.
The small farmers call for basic services in the development of the countryside, such as irrigation systems, farm to market roads, lending facilities, and access to the market. The farmers in many places are suffering from large scale mining and the continuous conversion of agricultural lands to non-agricultural use to avoid being covered by the land reform program.
Fisherfolk:
They call for the strict implementation of the Fisheries Code, including its review to address loopholes in its implementation. The fisherfolk also identify specific issues such as limited access to municipal waters, pollution of our waters, the practice of destructive and illegal fishing methods, and the encroachment by commercial trawlers into municipal waters. They further call for more programs that would enhance the capacities of their sector. They reiterate the need to promote the sustainable utilization of natural resources in our seas, rivers and lakes, including the establishment of sanctuaries where marine life can regenerate itself.
Indigenous People :
They demand the recognition of the customary laws and culture of the indigenous people (IP) communities, the intensified implementation and review of the Indigenous People’s Rights Act (IPRA), the recognition of the continuing threat to their communities posed by destructive mining and logging activities, by armed conflict between the rebels and the military and by the entrance of companies causing their displacement, the watered-down application of the Free, Prior and Informed Consent (FPIC) process, and the strengthening of the National Commission of Indigenous People (NCIP) so that it truly represent the interests of the indigenous peoples and not the foreigners and big business enterprises.
Rural Women:
They insist on the need to protect and uphold the welfare and rights of women through the enhancement of Filipino values of family and moral responsibility. They also appeal to all concerned agencies to provide more support to respond to the special needs of women, such as the issues of domestic violence, access to basic social services, livelihood, health, natural family planning, continuing formation of conscience in regard to the right to life, and awareness building on women’s rights.
Rural Youth:
They seek more effective pastoral care to strengthen the moral and spiritual foundations of the youth. They ask that the Church and academe reinforce their programs on spiritual and values formation, in order to equip the youth with proper guidance and opportunities to lead them in their growing and maturing years. They request that we promote education in terms of tertiary or technical-vocational training to prepare them for meaningful livelihood or employment.
Our Commitments
Scripture warns us: “He who shuts his ear to the cry of the poor will himself also call and not be heard” (Prov. 21,13). Impelled by the voices of the rural poor and guided by the social teachings of the Church on justice, preferential option for the poor and the common good, we make the following resolutions:
We continue to put in place venues for dialogue, where the poor can interact with the Bishops and other leaders of the Catholic Church. We shall activate specialized desks within church structures that would help the rural poor at the parish, diocesan, regional and national levels.
We shall intensify our engagement with our public officials in the legislation and implementation of social justice measures, as we did with a letter addressed to Congress asking for CARP extension with reform.
We shall capacitate the people in the rural areas by the continuous work of organizing Basic Ecclesial Communities (BECs) and groups that are conscious of their rights and duties and help each other to work for integral development in the light of the Gospel of Christ.
We shall encourage our lay faithful to intensify their fight against graft and corruption, and accompany upright public officials in their efforts to serve the people in transparency and truth.
We shall direct Church institutions and organizations to be more engaged in works of solidarity, justice and charity for the poor in rural areas. We shall also call on them to be more actively engaged in protecting and promoting the integrity of creation.
Finally, we shall strive to be faithful to live out our mission as the Church of the Poor—a Church which is both engaged in the work of integral evangelization, as well as in Social Reform. Such actions emanate from the Pauline vision of “uniting all things under Christ” (Eph 1:10) — to engage the world as we bear witness to the plight of the poor, through profound conversion and renewal as People of God.
We are a people of hope. Our faith bids us to rely on Our Father who is Lord of History. His Kingdom will surely come when “love and truth will meet; justice and peace will embrace” (Ps 85,11).
Therefore sustained by our faith that God loves the poor, we entrust these commitments under the care and guidance of Mary, the Comforter of the Afflicted and Mother of Hope.

Pang-Kanayunan
Ang kahirapan ay isang katotohananang laganap sa ating minamahal na bansa. Nararanasan ito sa buong lupain, pero mas ramdam ito sa sektor ng kanayunan. Nananatiling mas kitang-kita ang kahirapan sa kanayunan at hindi naging makabuluhan ang mga proyektong pangkaunlaran upang mapabuti kabuhayan ng mga dukha sa kanayunan. Sa katunayan hindi natin malulutas ang kahirapan sa mga lungsod maliban lang kung ang kahirapan sa kabukiran ay seryoso at sistematikong matutugunan. Kaya matapos ang 40 taon ng Pambansang Konggresong Pang-Kanayunan noon 1967, kaming mga obispo sa aming pastoral na pahayag na “Ang Dignidad ng mga Dukha sa Kanayunan” (“The Dignity of the Rural Poor”) noong Enero 2007 ay nanawagan para sa Ikalawang Pambansang Konggresong Pang-Kanayunan (NRC II) upang pakinggan ang mga hinaing ng mga dukha mula sa mga lugar sa kanayunan.
Ipinapaalala sa atin ng Santo Papa Benito XVI sa kanyang mensahe sa Pandaigdigang Araw ng Kapayapaan sa taong ito na nangangahulugan ng pagbubuo ng kapayapaan ang paglaban sa kahirapan. Kaya sa pagtugon sa kahirapan, nakikinabang hindi lang ang mga dukha, kundi pati na ang buong bansa.
Ang Paglalakbay ng NRC II
Ang Pambansang Konggresong Pang-Kanayunan (NRC II) ay binuo ng mahigit sa 50 pang-Diyosesis at 13 Sub-Regional na konsultasyon na isinagawa noong Nobyembre 2007 hanggang Marso 2008. Pagkatapos, limang Pang-Rehiyon na Konggresong Pang-Kanayunan ang pinagtipun-tipon noong Abril – Hunyo 2008. Ang mga konsultasyong ito ang nagbigay daan tungo sa Pambansang Pagpupulong noong ika 7-8 ng Hulyo 2008 na ginanap sa San Carlos Seminary sa Makati. Lahat ng mga gawaing ito ay nagbigay ng pagkakataon sa mga dukha sa kanayunan upang masabi ang kanilang mga ikinababahala at para sa iba’t-ibang antas na Simbahan na pakinggan at pagnilayan ang mga tiyak na papel sa pag-akay sa kanilang paglalakbay.
Habang isinasagawa ang aktibidades na ito, nagkaroon din ng mga kaagapay na mga pagsasaliksik, mga seminar, at mga pagpupulong sa mga mataas na antas. Kasama sa mga aktibidades na ito ang mga dalubhasa, media, civil society, mga opisyal ng gobyerno, ang mga obispo mismo. Ilang mga kasulatan at mga pahayag ang pinagsama-sama upang matulungan at mapunan ang mga konsultasyong isinagawa sa proseso ng NRC II.
Nagpapasalamat kami sa lahat ng mga grupo ng nakilahok at tumulong sa pagsasakatuparan ng mahabang proseso ng konggreso. Isa itong malaking tanda ng malasakit ng nakararami para sa mga dukha ng kanayunan na sa kasawiang palad ay silang pinaka hindi napag-uukulan ng pansin sa ating lipunan.
Boses ng mga Dukha sa Kanayunan
Inungkat ng mga pagsasaliksik, mga konsultasyon at mga pag-uusap ang ilang mga sanhi ng kahirapan sa kanayunan. Una sa lahat ay ang kakulangan ng seryosong pagpapatupad ng mga batas at polisiya na idinesenyo sa pagtugon sa reporma sa ari-arian na magtataguyod sa katarungang panlipunan. Binanggit rin ang kakulangan sa pagbibigay ng mga pangunahing serbisyo. Ang iba pang mga pangunahing isyu ay ang patuloy na korapsyon at ang pakiramadam ng kawalang kakayahan – na wala nang magagawa upang mabago ang sitwasyon. Ang malawakang presensya ng mga industriyang extractive, una dito ang malakihang pagmimina na siyang sumisira sa kalikasan na direktang nakakaapekto sa mga dukha. Sa kabilang banda, kinilala na kailangang mas mapagnilayan ng mga dukha sa kanayunan ang mga karapatan at responsibilidad nila bilang mamamayan at bilang mga anak ng Diyos. Ipinaliwanag ng limang pangunahing sektor ang mga kumplikadong hamon na kanilang kinakaharap.
Maliliit na mga Magsasaka at mga Manggagawang Walang Lupa:
Sila ang sektor sa kanayunan ngayon na may isang kahilingan sa konsensya ng bayan na sadyang kailanganan nang tugunan nang apurahan at ito ay ang reporma sa lupa. Ang mga pag-aaral ng mga dalubhasa at maraming mga kasulatang ginawa ng civil society ang nagpapatunay sa makabuluhang kontribusyon ng repormang pang-agraryo sa pagbawas sa kahirapan, na lumilikha ng mga oportunidad sa pag-asenso na nagbibigay daan sa patuloy na pag-unlad. Hindi lang dapat protektahan at ipagpatuloy ang mga pag-usad na ito, kundi dapat din palawakin upang masakop ang lahat ng lehitimong benepisyaryo ng repormang pang-agraryo. Sa kabila ng mga pagsisikap na ipaabot ang mga isyung ito, ikinalulungkot nating malaman na hindi pinakikinggang mabuti ng mga inihalal na kinatawan ang mga dukha sa kanilang nasasakupan.
Nanawagan ang mga maliliit ng magsasaka para sa mga pangunahing serbisyo ng kaunlaran sa kabukiran, tulad ng mga sistema ng irigasyon, farm to market roads, pasilidad kung saan makakakuha ng puhunan, at mga paraan ng pagpasok sa merkado. Ang mga magsasasaka sa maraming mga lugar ay nagdurusa sa malakihang pagmimina at sa tuluy-tuloy na conversion ng lupang agrikultural tungo sa pagiging hindi agrikultural upang maiwasan na mapabilang sa reporma ng lupa.
Mangingisda:
Nanawagan sila sa pagpapatupad ng Fisheries Code, kasama dito ang pagrerepaso upang matugunan ang mga butas sa pagpapatupad nito. Kinikilala rin ng mga mangingisda ang mga partikular na mga isyu tulad ng limitadong pagpasok sa tubig na nasasakupan ng kanilang munisipalidad, polusyon ng ating mga dagat, at ang pagsasagawa ng mga mapanirà at ilegal na pamamaraan ng pangingisda, at ang pagpasok ng mga malalaking negosyanteng mangingisda sa tubig na nasasakupan ng kanilang munisipalidad. Nanawagan pa sila sa mas maraming mga programa na makakapagdagdag sa kakayanan ng kanilang sektor. Binabanggit nila muli ang pangangailangan sa pagtataguyod ng di nakakasirang paggamit ng mga likas na yaman ng ating mga dagat, mga ilog at mga lawa, kasama na dito ang pagtatatag ng mga santwaryo kung saan makakapagpaparami muli ang mga isda.
Katutubo:
Hinihingi nila ang pagkilala sa mga nakaugaliang mga batas at kultura ng mga pamayanan ng mga katutubo, ang mas pinalakas na pagpapatupad at pagrepaso sa Indigenous People’s Rights Act (IPRA), ang pagkilala sa patuloy na banta sa kanilang mga komunidad dahil sa mapanirang pagmimina at pagtotroso at ng mga armadong labanan sa pagitan ng mga rebelde at mga militar at ang pagpasok ng mga kumpanya na nagdudulot ng pagpapaalis sa kanila, ang hindi na pinapansing aplikasyon ng proseso ng Free, Prior and Informed Consent (FPIC), at ang pagpapaibayo ng National Commision of Indigenous People (NCIP) upang totoong maipapararating ang mga interes ng mga katutubo at hindi ng mga dayuan at mga malalaking mga negosyo.
Mga Kababaihan sa Kanayunan:
Iginigiit nila ang pangangailangang proteksyunan at pagtibayin ang kagalingan at karapatan ng mga kababaihan sa pamamagitan ng pagsusulong ng pagpapahalaga sa pamilya ng mga Pilipino at sa morál na responsibilidad. Lumalapit rin sila sa mga kinauukulang ahensya na maglaan ng mas matinding suporta na tutugon sa espesyal na pangangailangan ng mga kababaihan, tulad ng isyu ng domestic violence, pangunahing serbisyong panlipunan, pangkabuhayan, kalusugan, natural na pagpaplano ng pamilya, patuloy na pagbubuo ng konsyensya patungkol sa karapatan sa buhay, at kamalayan sa pagbubuo ng karapatan ng mga kababaihan.
Mga Kabataan sa Kanayunan:
Naghahanap sila ng mas epektibong pastoral na pangangalaga upang palakasin ang moral at espiritwal na pundasyon ng mga kabataan. Hinihiling nila sa Simbahan at sa mga dalubhasa na pag-ibayuhin ang kanilang mga programang pang-espirtiwal at values formation upang mabigyan ang mga kabataan ng tamang paggabay at mga oportunidad na aakay sa kanilang paglaki at pagtanda. Ipinapakiusap nila na isulong ang edukasyon sa kolehiyo o training na technical-vocational upang maihanda sila sa isang makabuluhang kabuhayan o trabaho.
Ang Aming Pagtatalaga
Nagbibigay ng babala ang Bibliya: “Siya na isinasara ang kaniyang mga tainga sa hinaing nga mga dukha ay mananawagan din ngunit hindi pakikinggan.” (Prov. 21,13). Bunsod ng mga boses ng dukha sa kanayunan at taglay ang gabay ng panlipunang turo ng Simbahan sa katarungan, may pagkiling na opsyon sa mga dukha at pambalanang kabutihan, isinasagawa namin ang mga sumumusunod na resolusyon:
Patuloy kaming magtatayo ng mga lugar para sa dayalogo, kung saan maaaring makipag-ugnayan ang mga dukha sa mga obispo at sa ibang mga lider ng Simbahang Katolika. Maglalagay kami ng mga natatanging tanggapan sa loob ng istraktura ng simbahan na siyang tutulong sa mga dukha sa kanayunan sa mga antas ng parokya, diyosesis, pang-rehiyon at pambansa.
Palalakasin namin ang aming pakikilahok kasama ng ating mga opisyal ng gobyerno sa pagbubuo ng mga batas at pagpapatupad ng mga panukalang batas ng katarungang panlipunan, tulad ng ginawa namin nang magbigay kami ng liham sa Konggreso na humihingi para sa CARP ng pagpapatuloy at reporma.

Nagmumula ang mga gawaing ito sa bisyon ni San Pablo na “pag-isahin ang lahat sa ilalim ni Kristo” (Efeso 1:10) — upang makibahagi sa daigdig sa pagiging saksi sa pinagdadaanan ng mga dukha, sa pamamagitan ng malalim na pagbabagong-buhay bilang Bayan ng Diyos.
Mga mamamayan tayo ng pag-asa. Hinihingi sa atin ng ating pananampalataya na manalig tayo sa Ating Ama na Diyos ng Kasaysayan. Siguradong darating ang Kanyang Paghahari kung “magtatagpo ang pag-ibig at katotohanan at magyayakapan ang katarungan at kapayapaan.” (Salmo 85:11)
