This has to do with conflict of interest and the situations that could be considered a such:

This is the type of terminology that is used when there is a conflict of interest. Many years ago I was contracted as one of the testers to evaluate candidates that wanted to be come US Certified Court Interpreters. I disqualified myself for just cause when a candidate taking the test turned out to be my former professor.
