Ram, almost everything depends on the skills, languages, niches and so on, including a good luck.
Meanwhile--
1) Mere writers are usually very cheap, because too many are writing for their own purpose and audience. Indeed, having a good name makes it expensive.
2) So-called "pure" (without hands-on exp) translators are a bit more expensive for they are writing for the customers with the audience in mind.

4) As for rewriters/copywriters (as content writers for attracting potential customers), they are rather expensive for the higher marketing/ROI value.
Anyway, all* translators consider diversifying into mastering new areas and pairs, mentoring, rewriting/copywriting, interpreting and so on, what often requires different knowledge and skills.
In your native language (L1), a good erudition with strong lexical competency (word/phrase/idea synonyms) and business awareness is a must. However, in a foreign language you'd rather also learn from native (L2) speakers there, especially about intercultural and interdisciplinary nuances of the trade. Mind a severe competition too.

I do copywriting and I also charge per hour, that's the most adequate, because the amount of research necessary (and thus time spent) depends on the amount of useful infos in the brief and your own personnal knowledge of the subject.
