Is this just a bug or am I missing something?:

I'm sure it's a bug. I've seen it many times, just got it this afternoon on a targeted question. Yes, you meet the criteria, and even though you don't, it's OK if you answer anyway. Makes no sense at all, does it? I just go ahead and answer and it all works out OK in the end.

I have also seen this many times. If I'm not mistaken, this bug has already been brought to the attention of the mods and admins here, but it seems as if nothing much has been done about this glitch. Let's hope it will soon be fixed.

What's the point of that last line? Once we've seen the criteria we can choose to answer or pass on that question on our own, no need to rub it in imo.

I barely pay attention to this, because this happens to me so often that this "critieria" doesn't even mean anything to me.

It's kind of pointless even having the criteria in the first place, since people can do what they want anyway, regardless of what the asker requests.

Plus sometimes the subject fields are so ill-defined that it makes no sense at all. I say "trash it", it's useless.

Hi Ara,
Moderators cannot fix bugs as they don't have access to the programming interface of the site. What we can do, however (and already did in this case), is to point out this bug to ProZ.com programmers/developers, who will take care of it in due course. Please be aware that there are many things on their to-do list, so it may take a while until this issue gets attended to.

It is especially distracting to see it next to Answerers names. Not officially 'stating' that one works in a field does not mean that one knows nothing about it. I saw someone give a really good answer the other day, but next to her name, in red, was "does not meet criteria". it's silly -not really much of a guide. I am free to state I work/specialise in Engineering and if I answer an Engineering question (which we both know will never happen), then it will state "meets the criteria". which I don't and never will.
