La double inconstance fiscale et sociale, fruit d’un triste marivaudage politique, est devenue l’un des gros handicaps de la France.

Les Français seront nombreux à subir des hausses d’impôt à compter du 1er janvier. Le budget 2011, qui a été validé hier soir par le Conseil constitutionnel, ouvre la voie à 11 milliards d’euros de charges supplémentaires, réparties à quasi-égalité entre les ménages et les entreprises. Le gouvernement souligne qu’il n’y a pas de hausse générale d’impôt. Cela aboutit de fait à la mise en oeuvre d’une kyrielle de mesures ciblées. L’Etat attend notamment plus de 1 milliard de la hausse de TVA sur les offres « triple play » (Internet, téléphonie fixe, télévision). Les quelque 70.000 particuliers employeurs déclarant leur employé au salaire réel vont perdre le bénéfice de l’abattement de 15 points sur les cotisations patronales. Les plusvalues immobilières seront taxées à 19 % au lieu de 16 %, tout comme les plus-values mobilières (actions, obligations). Les entreprises, quant à elles, vont être privées de 2 milliards d’euros d’allégements de charges. La valse des impôts va reprendre de plus belle l’an prochain. Des dizaines de dispositifs fiscaux vont changer. Cette instabilité fait hélas partie du paysage.
