raison d'être of the subclause
Whilst unsure of the surrounding context, I wondering whether paragraph isn't a false friend here, párrafo often meaning - 'as everyone knows' - a subclause in a statute section or contract.
Discussion
"Justification" could also be referring to text justification, i.e. alignment
As you will not share anything more, we can only make guesses
I'm assuming this is nothing to do with justification as in layout.
