“Leach Cap” material can be used for constructing the main starter dam embankment.
However, the gradation of the “Leach Cap” material does not appear to be filter compatible
with the predicted gradations of the cycloned overflow or underflow tailing materials to
minimize the risk of migration of fine tailing materials into the starter dam. Therefore, a
“veneer” would be needed on the upstream and downstream starter dam slopes to mitigate
that risk.
