Así lo entiendo en este contexto. "To give someone a piggy back ride" es llevar a alguien cargado a las espaldas de uno/a (tendrá nombre en español, pero ahora mismo se me olvida...). En el sentido figurado, aquí entiendo que aprovecharon el poder de convocatoria del evento principal para garantizar la asistencia a las conferencias de menor envergadura. Espero que te sirva!

Hi, what does \"something is piggy-backed with something\" mean ?

Mr. ESL answers -

Let\'s start with \"piggy back\" - this means to ride on top of something. Kids like for their daddies to give them \"piggy back rides\", that is, to be carried on Dad\'s back.

Now, to be piggy-backed with something means to be added on top of, or to be included with or combined with something else. The concept usually implies that, by adding something in, you get additional benefit at little extra cost. Examples:

\"Let\'s piggy back the remodeling with the new construction project.\" Meaning - we are planning to build a new building. If we renovate the existing building as part of the same contract, it can be done more efficiently (and presumably at less expense).

\"The senator tried to piggy back his education amendment on the transportation bill.\" Meaning - the senator tried to attach his education amendment to a proposal for a new law on transportation. In this case, no added efficiency is expected, it\'s merely a political maneuver.

\"I have to go to Florida on a business trip. Let\'s piggy back a vacation to Disney World on top of it.\" Meaning - well, hopefully you get the idea by now :)
