"Working the system" - Informacion complementaria Les agradezco sus respuestas. En respuesta al comentario de Rafael, quisiera especificar que se trata de un estudio en el que se intenta demostrar la influencia que ejerce cierta industria en el planteamiento de instrumentos de evaluacion a nivel gubernamental para la elaboracion de politicas en beneficio de sus intereses.

Espero haber aclarado un poco mas el contexto. Muchas gracias.

agree Carlos Segura : "Manipulación del sistema" a secas ya alude un poco a la posible existencia de prácticas de ética cuestionable. Y el informe ya revelará la naturaleza de esa manipulación

Creo que el tono del título puede depender mucho del contexto y de lo que se quiera trasmitir. Ese sesgo falta en la pregunta. Suerte.
