There\'s a possible ambiguity in the sample sentence. I read it to mean billing services that are hosted (on the web?) and ready-to-go (turnkey), to be purchased by call shops (and used by them to bill their customers). But it could also be read to mean billing services that send bills to call shops; but practically speaking this is unlikely.

I would expect to see this kind of language in marketing or sales documents, or in a business plan, something like that. For example: The goals of the company are: 1. To provide blah blah for call shops; 2. to reach $3 trillion in revenue in the next 6 months; 3. to bring about world peace; etc. etc.

My proposal could be misleading: it might be taken to mean, e.g. shops that sell calling cards, mobile phones, etc. Randa2\'s solution seems too broad: اتصال could mean any kind of communications services, including infrastructure, networking services, data communications, etc. There\'s a subtle cultural issue as well: in the US, business culture is thoroughly permeated by services delivered by phone: customer service, tech support, telemarketing, etc. So \"call shop\" is easily understood, because most everybody has a phone, and the cultural norm is to use it for these purposes. Is the same true in the Arab world? To what extent does business use call centers? If it\'s common, there should be a standard term. If not you might need to gloss the term to provide detail. Maybe محلات خدمات المكالمة الهاتفية ?
