Es un documento para postular a una licitación y se trata de las Bases Administrativas Generales de contrato de servicios con empresas contratistas.

¿Sería apropiado traducirlo como General Bidding Conditions? Por otra parte, en este contexto, ¿licitación correspondería a bid o tender?

I think it does As opposed to technical and financial, which often have their own separate specifications.

For once, I don't think we need more context. It's the (I would have thought) self-explanatory title of a document.

There are lots of different ways you could translate it - 'general administrative terms' is one that immediately springs to mind.
