Der Lieferant verwendet die anerkannten Regeln der Technik und einschlägige Sicherheitsvorschriften, um vereinbarte technische Daten und Anforderungen sicher einzuhalten. Vor einer Vergabe an Unterlieferanten hat der Lieferant den Unterlieferanten gleichsam zu verpflichten.

I've looked up all the other entries for "gleichsam" and none of them seem to fit here. Would "obtain the same undertakings [from the subcontractor" be correct here?

Incorrect usage I assume this just got copied from one boilerplate to the next. That said, this is incorrect usage compared to the actual meaning of "gleichsam". See https://www.duden.de/rechtschreibung/gleichsam
If you use Google and go to the second page of search results, their number miraculously shrinks to 10.

Gleichermaßen "Gleichsam" is a rather strange equivalent of "gleichermaßen" in this case.

I agree with Max and I think his suggestions are good; I'd be interested to hear from native Germans what the sentence sounds like to them, is gleichsam the correct word to use here?

I can't find any sources, but my instinct tells me that they mean "gleichsam" in the sense of "gleichfalls" -- perhaps "likewise" or "in the same way" in English, which is similar to what you've suggested.

There might be a good reason why an absolute obligation is not being imposed 'gleichenfalls', rather one 'sinngemäß' as 'similarly' rather than identically.

Again, it is a professionally fraught business changing the adverb to one the translator thinks it ought to be 'as it were', especially for notarial certification as a 'true translation' and which I would have stopped as an inhouse checker for clearance.
