Yes, "code" is more accurate than "number", however, it is common to use "reference number" as an identifier. In this context, "number" often includes letters. There are many examples, I googled a few:

文號 is "code", not "Number" I want to bring to you attention that 文號 should actually be "document/documentation code". For Example, 文號 may take this format:ABC (Company name acronyme)02062020-123. It almost always contains both numbers and other characters. It is inaccurate to use"number" to translate it.

in this sentence, I prefer "Letter (unnumbered)" to "unnumbered Letter", as I don't want to highlight "unnumbered" to make the company feel uncomfortable. the conciser, the better, I think.
