However, I chose 'smuggling' because that's the term used in the English literature on the subject in Angola. According to Theory of Terminology, communication is best when the most familiar terms are used. |

Discussion
Theft would be stealing from a third party, also after the water was extracted from the source. We don't use the term "theft" when the stolen party is the nature or the environment, IMO.
Despite the four agrees to Teresa, I'll disagree and post a new suggestion.
