Of course I'm very familiar with the word used in the context of mining.

For now I'm using 'stealing' as a placeholder, but I'd like a more precise word.
In my document, it comes up in a table listing measures for improving the water supply. The objective is:
"Combate ao vandalismo as condutas adutoras e rede e venda ilegal de água"
The action item is:
"Garantir a implementação do Programa de Combate ao **Garimpo** e Venda Ilegal de Água"

Hi Ana, I read the article at the link you provided. I think the term is being used in a dual sense because there is also concern that the electronics of the delivery stem could be hacked. |

This is probably the best answer in the end, though "garimpo" is a special kind of theft. However, I chose 'smuggling' because that's the term used in the English literature on the subject in Angola. According to Theory of Terminology, communication is best when the most familiar terms are used. |

Discussion
Theft would be stealing from a third party, also after the water was extracted from the source. We don't use the term "theft" when the stolen party is the nature or the environment, IMO.
Despite the four agrees to Teresa, I'll disagree and post a new suggestion.
