I am afraid this is a mistake on the part of the writer. What they meant to write is shkrim and këndim, which is the common way we refer to read - writing.

"shqipton" means "to pronounce" and most likely in the sense "to articulate, or speak".
A translation of the whole sentence - somewhat verbatim - would be:
"Reading and literary reading means reading a paragraph or fragment/passage out loud and pronouncing/articulating it"
The last part puzzles me a bit, but the main thing seems to be "reading literary texts aloud". My guess is that "shqipton" indicates that the aim is training the pupils in pronouncing according to Standard Albanian. Just a little confusing that I never saw this before, and also that the client lived in southern Albania where the difference between everyday spoken language and Standard Albanian is not as big as in the north.
