What is the purpose of this test?
The air pressure shall be reduced to the vapor space design pressure and the tank shall be checked for tightness.
According to my understanding the space above water level is depressed just before the water “boils”, i.e. the vapour pressure is reached. Any bubbles entering for outside are then monitored. The term “space” is therefore redundant and not part of the test denomination. I would call it “vapour design pressure test”.
Vapor pressure or equilibrium vapor pressure is defined as the pressure exerted by a vapor in thermodynamic equilibrium with its condensed phases (solid or liquid) at a given temperature in a closed system.

As a general trend, vapor pressures of liquids at ambient temperatures increase with decreasing boiling points. This is illustrated in the vapor pressure chart (see right) that shows graphs of the vapor pressures versus temperatures for a variety of liquids.

Discussion
In most cases the structure shell, esp. the bottom, is supported by exterior ribs and appropriate material thickness against the water pressure and weight. But the tank can also be subjected to under-pressure before it falls dry and shall not collapse under the atmospheric pressure. In this case the space above water level is depressed near to vacuum.
