In a job description. How should I interpret functioneel here?

legt verantwoording af is usually translated as "reports to" in this context (cf. Jurlex: rechtstreeks verantwoording afleggen aan/to report directly to). Presumably he reports to the Parts Manager on the day-to-day aspects of the job, and otherwise (hierarchically) to the Service Manager (staff appraisal etc.). I suppose I'm struggling to understand what the difference is between his accountability to the Service Manager/deputy, and that to the Parts Manager.

Function and functional are overused words in business speak, and their precise meaning is often not clear. That is the case here, but I still think this is how you have to translate it.

This is commonly seen in project management where an engineer, for example, reports to the chief engineer functionally, but reports to the project manager on operational project issues.

Matrix management also is common in branch offices. The accountant in the Tokyo office reports functionally to the Vice President of Accounting in headquarters in London, but reports operationally to the Regional Manager in charge of the Tokyo office.

Generally the functional reporting relationship is stronger, because the functional manager controls the individual's compensation and evaluations.
