I don't think that "career ladder" fits in this context.
(e.g: to rise up the career ladder for isntance)
Here it means "He may delegate all or part of his powers herein granted to his subordinates (people lower in rank, hierarchy).
This is what Mr.Alabdali suggested.
This is the meaning of the sentcence.
Thus, the use of "career ladder is inappropriate in this context.
